This is a Turian Councilor Support Thread for ME3. Here is the one for ME2.
I realize this is long, but I promise it will be worth your while. Otherwise, if you support this but just don’t want to read, then please bump, sign, etc. to show your support for our favorite existentialist and be on your merry way.
So there are a bunch of character and DLC threads, but I am shocked and appalled that the awesome quotient is
sorely lacking because one critical character is missing.
Ah yes. 
Ladies and gentlemen, I am talking about the Turian Councilor, the fearless form of awesomeness made flesh, the Council’s own veritable Chief Existential Dismisser of the Galaxy, an individual who can singlehandedly defeat the Reapers.
We need more of his badassery in the game.

I. Introduction to AWESOMENESS
One needs only to look at FIGURE 1 to understand the awesomeness.
When we met the Turian Councilor in ME2, I was, as no doubt all of you were, struck by the Councilor’s seeming dismissal of the Reapers. Like others thought of Bioware and the original endings, I first thought the Councilor was stupid, but then I reconsidered. Clearly this was a subtle hint and clue as to how things would play out later.FIGURE 1 (Above): Awesomeness explained.
In ME3, I expected Harby to fly in with talks of ascension, salvation, destruction, etc., and while indoctrinated slaves might bend to such talk, surely the Turian Councilor would be immune to such philosophical blasphemy.
I imagined an epic battle of existential wit as Harby and the Turian Councilor exchanged words as blows that were so full of meaning and artistic integrity that they would shatter planets and swallow entire suns in their attempts to define existence. For example:
On a lone planet, there is a dry, dusty canyon. HARBINGER and the TURIAN COUNCILOR glare at each other; it is a “tense moment”.
HARBY: We are the harbingers of your ascendance. Those that you know as the Reapers are your salvation through destruction.
What appears to be a dead varren rolls ominously across the canyon.
TURIAN COUNCILOR: Makes Air Quotes.Ah yes, “salvation through destruction”, the supposed ascendance that
the Reapers are harbingers of. I have dismissed that claim.
Close-up shows intense concentration on characters’ faces; it is clear it is even more of a “tense moment”.
Suddenly, the cutscene shifts to a random star in the Milky Way Galaxy…despite being yellow, it twitches for a second…then EXPLODES, explosively, out of sheer existential awesomeness.
For those of you who have been wondering how such a thing could happen, I present to you a rigorous scientific diagram of the Air Quotes as veritable proof below in FIGURE 2.

Yes,you saw that right. Those Air Quotes are the source of badassery for the Turian Councilor. They could singlehandedly retcon things from the entire game. But how should DLC incorporate him? I have some humble
suggestions.

II. Single Player DLC: MISSION

FIGURE 3: As with all soul-searching philosophical missions, this will include a random temple on a random mountaintop with a random Wise Old Man (WOM) who will give random philosophical advice.
(NOTE: To see my suggestion for Turian Councilor specs, power evolution, etc. as a squadmate (aka gameplay stuff), read the MULTIPLAYER section below or just see this thread in the multiplayer forum. This will detail STORY elements.)
Summary: This will be a soul-searching story as the Turian Councilor learns the true meaning of artistic integrity and comes to grips with his own existentiality.
After Udina is killed and the Cerberus Coup is over, Shepard receives an email from the Turian Councilor (TC) to meet
him in Commander Bailey’s office. Bailey and TC are arguing over something, but they break off when Shepard comes in. TC asks Shepard to follow him, and they go for a walk. TC notes that troubling information has come up revealing that Cerberus was directed by the Reapers for the Citadel Coup. Here is some sample dialogue I worked super hard to come up with.
TURIAN COUNCILOR: It seems the Reapers were behind the…attack on the Citadel.
SHEPARD: What? I thought Cerberus was, and Udina worked with them because he wanted the fleets he would get via emergency powers to go fight for Earth.
TURIAN COUNCILOR: He was indoctrinated. That’s not the real reason.
SHEPARD: Good; I was losing faith in humanity at the stupidity of Udina’s plot. But I never liked him, so whatever.
More dialogue, ominous music, and tense conversation reveal why TC is important to the Reapers; for example:
TURIAN COUNCILOR: My existentiality is a threat to their existentiality. I believe you humans call it
being an ****Air Quotes. Once I realized howmuch of an ****powerful I was, when I was younger, I vowed never tobe an ****use my powers again.
SHEPARD: We need your help now though. – OR – Well, that worked outbecause you were never an **** to me (sarcasm).
It turns out TC was not born on Palaven but was born on another Turian planet. It is now under attack by the Reapers. TC says that if you help him save his home planet, he will consider unleashing his powers and physically joining the War Effort.
The Turian Councilor becomes a mandatory squadmate during the mission (for his powers as a squadmate,
see the MULTIPLAYER section below).
What follows will end up being a deep, philosophical journey about existentiality and artistic integrity as the Turian Councilor and Shepard fight Reaper ground troops, drink ryncol together, and hike to the top of a random mountain temple, as in FIGURE 3 above, to meet some standard WOM (wise old man) who tells the Turian Councilor something about finding his inner
It ends with a fight against a Sovereign-class Reaper, who is obliterated instantly by the Turian Councilor’s dismissal through Air Quotes. TC vows to join the war effort as a war asset. There would be some dialogue to indicate this, such as perhaps the following epic exchange.
SHEPARD: Well, gee, I could use you as a War Asset with your massively overpowered abilities that would have to be nerfed if this was multiplayer.
TURIAN COUNCILOR: Alrite.
TC stays behind to contemplate his existentiality in the random mountaintop temple and later appears at the ending.
This is just a teaser. Obviously it can be written more epically by Bioware.

III. Single Player DLC: ENDING

During the Battle for Earth, TC is bro-ing it out up in space with Victus as Shepard leaves. Everything else goes as normal until the unimportant and insignificant Destroyer that is guarding the super-important and extremely-significant Conduit-that-is-the-only-weakness-to-the-Reapers dies. Anderson notes that several Sovereign-class Reapers, including Harbinger, have left the battle to come to Earth. Harbinger lands in the background and blares its foghorn of fury at its inability to speak.
Cue additional DLC scene(s) and dialogue.
SHEPARD: We have to move! More Sovereign-class vessels are incoming!
Just then, a light twinkles innocently in the air.
ANDERSON: Wait, what’s that? I’ve never seen that before in London, and by God, I was born here.
It comes closer, then immediately, what appears to be a fireball drops down, smashing into the ground with sudden force in the middle of the no-man’s land. The smoke clears, and it is a drop pod of sorts. The door is kicked out from the inside. Blinding white light emerges, and a figure steps out.
It is the Turian Councilor. TC looks at Harbinger as he speaks, but it is clear he is initially speaking to Shepard.
TURIAN COUNCILOR: (Resolute voice) Don’t worry. No more Sovereign-class vessels are coming, Commander. Not this day.
SHEPARD: What? How could you know that?
TURIAN COUNCILOR: (Epic music, close-up shot, determined face) I dismissed them. I learned my potential.
HARBINGER: [Growls foghorn noises that we assume would be a dark but comical threat if Harbinger was granted speech]
TURIAN COUNCILOR: Stand down, Harbinger, or I will dismiss you.
ANDERSON: No, you can’t; he’s too strong! Listen to yourself, you’re indoctrinated! This kind of stuff never happens in London!
SHEPARD: (Sigh) Sir –
ANDERSON: But I was born here!
TURIAN COUNCILOR: Ah yes, “Anderson was born in London”. I have dismissed that claim.
An awkward silence ensues.
MAJOR COATES: I don’t notice any difference in him.
SHEPARD: …Exactly.
ANDERSON: (British accent) …I wasn’t born in London.
SHEPARD: (Stares in confusion) Wow, what is this I don’t even…
We cut back to the Turian Councilor and Harbinger, who are in an epic battle of existential wit and philosophical words. If the HARBINGER VOICE PACK DLC ($9.99) is purchased, we will hear Harbinger speak; otherwise, Harbinger merely blares its foghorn of doom. Finally, we reach the end of their epic battle.
TURIAN COUNCILOR: Any last words?
HARBINGER: [Growls] (IF HARBINGER VOICE PACK DLC PURCHASED: Dismiss THIS.)
TURIAN COUNCILOR: (Sigh) You leave me no choice. Ah yes, “Harbinger, the oldest and largest Reaper”. I have dismissed that claim.
Harbinger is silent for a moment…twitches, then EXPLODES, explosively. But the explosion is sucked into itself and disappears in a wink of light, not affecting anything else; Harbinger is just GONE. Hammer Team descends the cliff and casually walks towards the Conduit with lighthearted ease. We see a few soldiers stopping for a picnic along the way, admiring the scenic view.
SHEPARD: Wow…what was that? What just happened?
TURIAN COUNCILOR: I learned the meaning of artistic integrity and plotholes, Commander. My Air Quotes achieved retcon levels of power, and I retconned Harbinger from the game. (Heavy, forlorn voice) I did not like
it, but it was the only way.
SHEPARD: What about the other Reapers and the Crucible?
TURIAN COUNCILOR: Flexes fingers. They’re gone. I dismissed them.
TC turns around and walks away in a random direction with a camera angle that makes it look like an epic departure.
TURIAN COUNCILOR: Oh, and by the way, Shepard, do you remember that child you tried to help save back on Earth?
SHEPARD: I –
TC makes Air Quotes.
SHEPARD: - don’t, actually. Who are you talking about?
TURIAN COUNCILOR: (Knowing smile)…Exactly.
It will then fade to epilogue slides, narrated by the Turian Councilor. We see several things occurring, a lot of which are endings to some unresolved plot threads and new beginnings for others, such as but not limited to the following:
1. Relays, Citadel, technology, and spaceships intact
2. Quarians walk around freely without masks
3.Friend Zone Turian (from Illium in ME2) holding hands with Valley Girl Quarian; males in general rejoicing at the dismissal of the friendzone
4. Wrex, regardless of Virmire outcome, leading the Krogan, who now all become either scientists or poets, peacefully
5. Major Kirrahe, regardless of death, promoted to straight to General
6.Shepard and all past squadmates playing a game of poker, and Shepard and Co. at a bar in Rio, drinking ryncol because they're all cool like that
7. Conrad Verner earning a true N7 patch after going throughtraining and subsequently punching Khalisah al Jilani during an interview
8. Earth rebuilt beautifully with pure happiness evident on everyone’s faces as they eat chocolate every day
9. Garrus on a beach drinking beer, retired, living off vid royalties but still being a bawss
10. Refund Guy buying a new toaster and keeping the receipt in a high-tech safe
11. Article showing that Blasto the Hanar Spectre has released a trailer for its 10th sequel
(etc.)

IV. Single Player DLC: Romance
If this is the eezo to your mass effect field, then that's cool, of course. I think it'd start like this:
Shepard and Turian Councilor are in Shepard's cabin.
TURIAN COUNCILOR: Ah yes, "clothes". I have dismissed that claim.
And I'm sure you can use your imagination from there.

V. Multiplayer DLC and Turian Councilor as a Squadmate
In addition to being a squadmate, you could unlock the Turian Councilor as a multiplayer character. In both SP and MP, I suggest the powers could be along the following guidelines.
NOTE: this is copy-pasted EXACTLY from a Turian Councilor multiplayer thread I started, so a SMALL portion of it may be multiplayer-only.
As with all characters, he'd have 3 powers, and they'd be unique. I'd suggest he have the following:
Marksmanship: All Turians undergo military training, so the Turian Councilor would have this, except, being high-ranking and stuff, he must've done something good, so the upgrade tree is the usual marksmanship one but all numbers are doubled.
Hologram: Typical hologram of the Turian Councilor, the same one he uses to communicate with Shep in ME2.
As a Councilor, he has access to advanced/expensive/top-of-the-line stuff, so the upgrade tree follows the same way as the Salarian Engineer, but all numbers are multiplied by 5.
Air Quotes: This is the main "unique" power. Basically, it involves dismissing the enemies' existences and giving them an existential crisis. Here is how I would guess the power evolutions would flow:
(1) Allow the Turian Councilor to make air quotes in battle, giving enemies an existential crisis, stunning enemies for 5 seconds as they are forced tocontemplate their existentiality. Does not do any damage. Character temporarily puts all weapons away and uses both hands to make air quote motions, then takes weapons back out again. You cannot fire while activating this power. Gives the words "Ah, yes" to begin the air quote.Only works on undefended enemies (no armor, shields, or barrier).
RADIUS: 5 m
COOLDOWN: 20 s
(2) Add the words [enemies] so that the Turian Councilor says "Ah yes, [enemies]", increasing the directness of the claim and therefore increasing the effective existential crisis length to 10 seconds as enemies begin to understand the Turian Councilor is talking about them. The power of the statement goes through all manners of defenses (armor, shields, barriers) and stuns all enemies of all sizes (including bosses), stunning them.
(3) Extend the radius of effect from 5 m to 50 m. Allow hologram of the Turian Councilor to make its own air
quotes in tandem, dealing all effects at 10% normal levels within a 10 m radius.
(4) Two choices.
1. SYNTHETIC EXISTENTIAL CRISIS: Exploit synthetics' search for understanding as their minds implode in
desperate attempts to understand the existentiality of the Turian Councilor's statement. Drains 100% of shields on all synthetics and steadily chips away at health and armor at 50 damage per second. Duration and stunning effect carries over from previous evolutions. Can be combined with other tech powers for tech bursts. 25% as effective on
organics.
2. ORGANIC EXISTENTIAL CRISIS: Exploit organics' inability to network to improve cognitive processes. Organic enemies without armor, shields, or barriers have their heads explode from trying to comprehend the Turian Councilor, as if headshotted by a sniper. Armor, shields, and barriers of organics will steadily chip awayat 50 damage per second. Duration and stunning effect carries over fromprevious evolutions. Can be combined with other tech powers for tech bursts. 25% as effective on synthetics.
(5) Two choices.
CATALYST'S LOGIC: All enemies within the radius take 1 500 headshot damage, indicative of how
the Catalyst's logic, if thought about too hard, can cause one's head to explode.
KAI LENG'S SHIELDS: Use Council/Spectre authority to obtain Kai Leng's shields. Works like tech armor or
fortification or barrier. New Shields can take damage of 10 000 but recharge at 45% speed. Shields can also be recharged, though, by melees, whereby a melee's damage output is added back to replenish the shield.
(6) Two choices.
WE HAVE DISMISSED THAT CLAIM: Complete the Turian Councilor's statement with these last five words; the full
statement is now said: "Ah yes, [enemies], we have dismissed that claim". The brutal simplicity and sheer awesomeness of the Turian Councilor's full existential statement causes such an existential crisisthat enemies across the map explode into pieces and die at the mere contemplation of it; instant death for enemies; increases radius to 55m. Increases cooldown time, however, to 30s.
DISMISS THIS: Use the Turian Councilor's dismissive power to dismiss player impediments. Lowers cooldown time for the power to 0.5 seconds and adjusts the shield gate on all difficulties to allow 100% of the damage through. Allow
Turian Councilor to roll. Reload cancelling occurs automatically. Passively fixes Vanguard glitch regardless of host. Insta-kills on Turian Councilor become impossible. To compensate, all damage done by the power is lowered by 75%.
Promoting the Turian Councilor to the Single Player Campaign will net the player 1 000 War Assets: 75 for
the physical fighting capability of the character, 5 for leadership, and 920 for the existential crisis brought upon the enemy.
