I like this idea. Seen it on other threads. Seriously, though, I think something like this should be Ultra Rare. You get it once, you get all appearance options. You set the three class-specific powers you want and map them to the buttons ONE time. Each time you get the character card again, it would act as a respec card of sorts, allowing you to change your power set ONE time. You'd be able to stockpile a max of 2 character power respec cards for this UR customizable character before they stop dropping. Obviously some powers may not be available, to balance these characters, if nothng else. Like the character specific ones (Biotic sphere, Supply Pylon, ES/BS, etc.). Or maybe implement some kind of limit that doesn't allow you to choose three OP powers. That's what I think should happen if this idea were implemented anyway. You can be sure Bioware would not let your idea stay as is without considerable
On a side note, why does everyone seem to think we'll ever see Elcor, Hanar, Volus, or Prothean characters in the MP? It'll NEVER happen. Not in this game. Besides, it's a terrible idea.

Biotic Holster: the Turian telekinetically levitates the weapon he isn't using over his left shoulder and fires in unison with the gun he's holding. The way I imagined it the held weapon would fire automatically when an enemy enters your crosshairs. Also it would use it's own ammo like usual and be mentally reloaded. Cuts base barriers by half.

Deflect: Produce a biotic shield that can be used to protect yourself from MINIMAL damage
Drell Vision: Like hunter mode. Enemies Are shown in bio-luminescent images like some drells have. You get a speed boost and damage boost in exchange for shields)
Toxic Grenades: Grenades that are, well, toxic and do damage over time to enemies
Since this is a cloakless infiltrator, in the Drell Assassin tree you could choose to have a lower chance of getting noticed by an enemy, allowing you to slip by undamaged
