It looks okay-ish. The big building is pseudo-Byzantine, as expected. The fortifications seem to be (loosely) based on the 15th century Ottoman fortress of Rumeli Hisar. It’s not like Kirkwall’s style at all, though it does share some of the pale, featureless blandness. But that may be more because comics like these are more or less mass-produced, you can’t expect the quality of one of the better European (or American) artists. Whether this is going to be the Tevinter style in-game is up to BioWare, but they might just as well go in another direction.
The whole ensemble doesn't exactly dazzle, I admit, but that's mainly because of moderately competent, joyless execution. A well-executed (historical or pseudo-) Byzantine style can still be pretty impressive, so not all is lost. Not that this a given, of course…

(Fantasy city with Byzantine and other influences)The biggest thing that is ‘off’ is the scale of the buildings vis a vis the little human figures. Even the market stands seem to be gigantic. The gates are way too large too, and the settlement’s size is ‘off’. It’s obviously a harbor and a market town, but the ‘residential’ part seems way too small given the size of the harbor and the market. It’s almost as if the artist took lessons in fantasy city design from WoW’s scaled-down port towns like Port Theramore and Menethil Harbour, albeit it mixed with a pseudo-Byzantine style.
