Hey there i finally just completed ME2 on insanity and got the noone left behind achieve and got full paragon and i think i got the best ending i am not sure so i am asking you guys.
The ending i got is where shepard is arguing with the illusive man then looks out the window of the normandy and saw alot of reapers coming.
the main question is I am asking is that the best ending for mass effect 2?
And btw i romanced kelly chambers and got no romance achievement, so i am asking now i beat the game and without starting another new game (again) can i or is it possible to start a romance with anyone else after beating the game.

Define "best". for best ending. It's not quite like ME3 that way and there's really a paragon ending and a renegade ending, both of which can have anything from everyone on the team dead to everyone plus the Normandy crew alive. If paragon with everyone living is what you want then yes, you got the best ending.
Kelly is not a romanceable character. You can flirt and have an implied fling with her but it is not considered a romance for the purposes of the Paramour achievement no matter how down and dirty she gets. Which is probably a lot. Not sure you can start a romance after completion as the necessary dialogue options are triggered by talking to potential romancees between missions. It might depend on how many side missions you have left. If you did all the side missions during the playthrough then I'm pretty sure the answer is no, you have to replay.
Potential romancees are Miranda, Tali and Jack for BlokeShep and Garrus, Jacob and Thane for FemShep. If you have played ME1 - and if you haven't why the hell not, it's the best etc etc (in before someone else :-) ) - and you romanced Liara she is considered a current romance in an imported game, though you need the Lair of the Shadow Broker DLC to get much story out of that. It doesn't stop you going behind Liara's back and romancing someone else, which gets some interesting dialogue from Liara herself on the subject and can also give the option to start things over with her.

If all your squadmates survived, then you must have had all the upgrades to the Normandy; that means you've been talking to your squadmates between missions; this, in turn, means that you probably, at some point, had conversations with your potential love interests (as listed by PsiFive above) where you could have started a romance. Since you didn't romance any of them, you must have already told them you're not interested. Therefore, if you want to have a romance with them now, you're too late.
A quick test for a male Shepard is to talk to Jack. If she tells you to "**** off!", then it's too late. If she says something like, "look Shepard, you're just pissing around here", then it's too late. If she says anything else, then there are still more conversations you can have with her, and you can almost certainly still romance her; and if you didn't have all possible conversations with her, then maybe you didn't have all possible conversations with Miranda and Tali, either.
