If there has been 10 Operations, you have 1 chance out of 1048576 to have a promotional weapon at X. Sounds pretty improbable.

Didn't a victory pack also come with a promo weapon too. I forget which event but it did happen.

The collector doesn't upgrade from commendation packs.
