Is it true this DLC will add a new ending?
No. It will add catalyst dialogue, nothing more.
Maybe or maybe not, but it could change the ending of the destroy ending. By keeping EDI & the Geth alive, by identifying the Reaper code and only destroying the Reapers. At lest thats what I'm hoping for anyway.
Bioware aren't changing the endings anymore after the EC save the lines regarding Leviathan, destory will still result in the death of EDI and the Geth (given the geth didn't die during Rannoch)
Has Bioware said anything on weather it will change or not? And even if they did say there would'nt be a change to the ending, I take there word, for a grain of salt.

Doubtful. :/
I keep hoping for that as well as winning conventionally. For three games I wanted to destroy the Reapers and even more after listening to the Starbrat. I cannot sympathize with them just because they were looking to bring "balance" between organics and synthetics. It's not their call. It's ours. If a Leviathan does exist, I want to kick his ass for creating the idiotic AI who came up with the solution to the problem his people (the Leviathans) gave it to solve. After all the trouble I went to to prove the Starbrats wrong about peace between organics and synthetics (Geth/Quarians/EDI), I have to sacrifice them...because that's war? Bull****! It pretty much tells us that what we did does not matter. So if that's the case then more than 50% of my companions in ME2 should have died. But I didn't let them because I busted my ass to make sure they live. So I was awarded for my efforts and was happy that they assisted in ME3. So why can't I save them (the Geth/EDI) with High EMS and War Assests that I got from playing every N7 Mission, Citadel Missions, Priority Missions, scanning planets and Multiplayer? It's like a slap in the face to Legion who gave his life as well as EDI who turned off her self-preservation program so she wouldn't have to choose between saving herself and those she cares about.
Here's hoping that the DLC will allow us to save the Geth and EDI.

To the YouTubers, can you do me a favor? Ask yourselves, "What am I doing?", "Who does this really hurt?", and "Is this what an adult does?"
If you're well and truly on the fence and it convinces you to buy, you've already spoiled the content, so you've already devalued the experience. Why not just hold off? Read feedback? Wait for a sale? Buy it with other future DLC?
If you're just trying to stick it to BioWare, they might lose a sale, but you're still willing to invest your time and attention in their stuff. Do you know how valuable that is to a company? It's only a matter of time before you get reeled back in. If there was a button that instantly converted every Call of Duty fan on the planet into one of you, they would press it in a heartbeat. Their problem is the people that don't give Dragon Age or Mass Effect a first or second thought, not you people.
They own you. The only way to prove they don't is to make a clean break and, you know, BOYCOTT them. At least that course of action would allow you to have some self-respect when you reach maturity.
