I believe you can access it anytime as long as your past the point of the Mars mission. That's where the DLC starts from.

I have the small Mass Effect 3 tile, but Leviathan isn't to be found in there, and I have now restarted my Xbox a couple of times!

Home screen as in the menu where it takes you when you first put in a game disc and where you can eject the game disc from the menu. Where all the game ads are.

In Sweden you can now find it through xbox.com. Probably works in all of Europe.
