I'm assuming you load up the last auto-save (before Cerberus Base) but there's no new missions.

yep got it and playing it now. in the citadel talking to the doctor about hid murdered husband oh yea to activate the mission go to journal and look for citadel

To my US comrades who cannot find it, try going into the "Extras" menu and "Sort by User Rating". It's at the very end.
