60.

11 waves takes roughly 20 minutes.
We're talking about a two hour game.

Getting killed on wave 12 and be forced to watch until wave 60? Ouch. (people would leave the lobby when dead and rejoin in progress to refill their med-kits and respawn)

Instead of having 60 waves, couldn't it be like singleplayer missions? With more objectives and enemies of course.

I have an idea, why do you have to extract? Fighting into an enemy occupied area, completing various objectives, and then extracting under fire is something we already have in the vanilla game. What if we tweaked it abit. Instead of going in to perform an objective (Blow up the facility, gather intell, etc.) you are instead opening up a beachhead?
In the SP, we are hinted at that Sheps actions are opening up new theaters in the conflict. So Hackett sends in select N7 teams (All level 20s) as the tip of the spear to open a beachhead. You fight your way through enemy controlled territory performing objectives like deactivating AA guns, cutting supply lines, destroying communication lines, and blowing up roads. All so the main force can smash the enemy when they hit the group.
This all culminates in the final wave where you have to HOLD THE LINE Kirrahe style and wait for backup. How epic would that be? Survive against the enemy's main force, knowing that there is back up coming if you can just hold on abit longer. Even if everyone dies and fails the last objective, they can still say that they made it easier for the main force. And when its over the character in question is promoted to SP because they are now Commited to the Theater of Conflict.
You can even link it to EMS and Galactic Readiness. When you promote in this way that sector of the Galaxy's readiness meter will never drop below a certain amount.

I hope they do something like this, similar to how Killzone's changing objective multiplayer happened. One wave is horde, one wave is an objective, then upon completing the objective, go to an entirely different area of the map.

I only hope they are this ambitious when it comes time to develop another Mass Effect game!
Some very, very cool ideas here.
Horde mode is fun, and a good way for the Bioware team to get their feet wet in multiplayer, but I would really love to see a multiplayer mission-style game set in the ME universe.

Gears 2 and 3 horde mode took about that much time. At least on hardcore and insane difficulties.
