Actually, w/ AP rounds, Raptor X is better reload canceled dps vs. armor than either Valiant IV or Viper X.

DPS vs. Gold armor of SR's, all w/ Dense Ammo 5, extended clip, AP rounds III, and extended barrel. 1st number is sustained, parenthesis is w/ perfect reload canceling

Valiant IV: 614 (800)
Indra IV: 610 (780)
BW VII: 496 (677)
Jav VII (my fave): 521 (893)
Kishock X: 501 (837)
Widow X: 469 (804)
PaRappa the Raptor X: 699 (873 !)
Viper X: 533 (595)
Mantis X: 332 (569)
Incisor X: 544 (750) (GL getting that dps w/ the recoil tho)
Noob Toob X (aoe wpn that can't pierce, but w/e): 333 (413)

yeah the Viper still isn't that impressive, imo

I loved the Viper in ME2, but I think the Raptor is the most similar to the ME2 Viper.

Anyway, back to the topic at hand... The only reason to use the Viper over the Valiant is if you care a lot about weight (e.g. Salarian Engineer or something). Otherwise, I don't see what basis there is for saying that the Viper is better than the Valiant, when it pretty clearly isn't.

That is if you can aim and pull the trigger 9.1667 times per second while keeping on the target.

well yes that is the main drawback of the Raptor. No way I'd take it on a class w/ RoF increases- I care about my tigger finger a lil, after all. But it can still be a pretty damn impressive gun- moreso than the Viper at least.
