I made a video of it so you can see what the problem is. And whether it is perhaps a setting that is not allowing me to do it.

when u create your lvl u have to use models..
after rendering the light map, and "do all local posts" your lvl is is ready to be put in as an area
file>new>area, then in the object inspector choose your created .arl file and then in this area u can place placeables.
when u want to place a placeable in your lvl your are just creating, keep the name of the placeable in mind and search for it in the models pallette (at least, im doing it this way, its working for me)

Ah, I understand now. Although this causes more problems. Now it says that rendering the lights failed, and when I try to do all local posts, that also fails.
Also another question, how do I navigate to the new area file? When I try to open an area layout it locks me into the 'all game resources' directory. And I have saved it as an ARL file before (by going to save as and changing the extension) , but can't see it in there (if it's supposed to be there).

Do u have activepython installed ? which version? u MUST have 2.5.4.4 (32BIT) !! no other version seems to work. im running the 32bit version on a 64bit os. and only use Activepython, if u have the normal python installed AND activepython it wont work, so u have to uninstall the normal python. ok, at next u need Eclipse Ray 1.2 ( install it in your lightmapper folder in your dragon age toolset folder)
Ok, Do all local post will everytime fail if your lightmap has failed. with the text above u should no longer have problems rendering the lightmap. ok when the lightmap is done, u have to set a start point. ( just click the small item right next to the light-lamps with which u just rendered the lightmap) this will bring u a circle with an arrow. place this thin on the ground, maybe rotate it. if that is done, u could do all local posts. but if that fails again, delete the startpoint and create a new one, maybe positioning it a little away from the last position ( that works atleast for me
) and do All local posts again, should be working now.
when all local posts succeded, save your file. (i wouldnt change the extension!! just hit the small save-disc button, maybe name it, but do not change the extension [apart from that, i save my *.lvl files on a folder on the desktop and after i do all local posts, the needed file to make it an area is automatically saved in "all game resources"directory ]
ok, now to make your lvl (or arl).file to an area u have to do
file>new>area and then in the optject inspector in the lower right of the toolset, click on layout and search for your saved file and open it. it should be loaded
