promoting helps on saving respec cards and i'm sure your build was so perfect the 1st time,but what the hell you might want a lil change to your game play so promote and change it. No wonder people are getting bored playing with the same build this whole time

^This^ though what most consider a "low" N7 is a bit ridiculous depending on who you ask.
My N7 is 600 and has been, and I get 1k's trying to kick me for low N7 quite often. Usually I place higher than them along with my friend who's rank is 150, which is even better and more amusing to see/hear the "1337's" gripe about in disbelief.

Pretty much this^ Although I've stopped even doing that since I often find it more of a hassle than it's worth to have to rebuild all of my characters of a class just to tweak the build of one.

Since there is a max of 3 on respec cards, there is no point in saving them. Used to promote every time I could, until I realized there was literally no benefit from it. For a challenge, I will occasionally respec and not spend all of the points. Then I can spend the rest if I want my character to be 'levl 20' for a G/P match. I have not run out of respec cards yet, though I respec characters a lot.
