This is a typical thing for RPG protagonists. The writers need to come up with quests (that means people want or need something from you). Shepard is the protagonist of 3 games and all of them are pretty long, so the writers will naturally have to come up with many people who will want a lot of stuff from Shepard.

 It can, but it will be a challenge. People shaped Shepherd to match their preference and therefore probably got attached to the character who was an avatar of their desire. To leave Shepherd behind will be tough, but on the bright side, Shepherd had a great story unlike some games that just run a character into the ground like Desmond in Assassin's Creed, that was a waste.

I don't think that the story element can be the same. Too many emotions were created with Shepard, but for sure they can do something else with someone else in the Mass Effect universe.
