Does anyone remember this story?

Something I read a long time ago came to mind today, and my attempts to find it through google failed.

I think it was in an issue or Analog, a kind of future noir detective story.

The detective:
- had an implant that accessed data/ran calculations
- the implant was triggered by him mentally 'flexing' his pinky - that nerve had been redirected to the implant
- 'heard' a characteristic 'crunch' the implant used to signal it was ready for commands
- was a former sex offender who had been conditioned to the point he was unable to touch a woman
- was assigned a pilot whose identity was concealed by flight suit and helmet; he later found to his horror the pilot was female
- crossed paths with an arrogant military man who turned out to be the center of the conspiracy he'd stumbled on.

Ring any bells?

The military jerk was Sig Hanse or Sig Hause. The detective got a report from his implant on the wear patterns of the guy's access keypad and was trying to figure out how to phrase a query to crack it without giving himself away when he realized the guy was so arrogant he'd used HIS OWN NAME as his password.

Also in "Grimmer Than Hell" anthology.

Well well well... It seems as though you have once again, despite your best efforts, become a pawn in one of my rather elaborate ruses, and it seems as though the end result of said ruse has left your state of being of a lesser quality than before you were dealt the card hidden up my sleeve, while being none the wiser!
