Yeah they'll definitely do that untill they go broke and stop making games all together. Complete? No. Javik is a lesser case; people were outraged at him being DLC on account of him being a Prothean, and that he couldn't NOT be significant to fans of the games and of the lore. And his conversations are much better than anything Vega can manage. But ME3 is about fighting the Reapers, and even the ending glosses over their origins with a handwave. It just seems more relevant to the plot than the stupid missions on the multiplayer maps, and running baby-sitter diplomacy missions.
So they save the best new character and an exploration into the origins of the main enemy for DLC. And $10 seems like a lot to ask, given the amount of content. So, if the main game was about 30 hours in a first playthrough for $60, then this DLC should be... 5 hours long if they want to charge $10 for it. I'll bet you it's not that long
