i have mass effect 2 on my pc, and someone got it for me as a gift on my ps3. and why must i repay for the dlc that i already own? it seems to be a rip off. i would have send this message in on the web site but i could not find out how. i would go to contact and then i have to pick my game. and i get how this stuff might help. none of it does. and the thing to email them remains greyed out. so i have to do this here. and odds are bioware might not answer here. so anyone know whats the deal is
why is it i must buy dlc more than once?

When you're cross platform why would you not have to buy it again? You don't get a second or third copy of the game for other platforms for free so why would the DLC, especially when it's had to be ported. Bottom line, when you ask why you have to repay for DLC you already own the answer is that you do not in fact already own it - you own a licensed PC copy and you now want a licensed PS3 copy. Not saying it wouldn't be nice if they did give away cross platform DLC or that I wouldn't sign up for for it in a hurry, but businesses exist to turn a profit and stop existing when they don't so I really don't see this as gouging.
