In theory, yes. In reality, it will most probably be useless cause noone (except for trolls) would post.

There are probably groups in the group section of the social site dedicated to RP which have their own discussion board system. Of course, theres lots of sifting to go through now if you are trying to find a specific group since there are so many.

That's the thing. RP is sort of like sex, no one wants to see you do it, unless they're into that kinda thing.

The game is still a bit too new Captain Obvious (love your name, by the way).
I don't know how long it will take, but I assume the brunt of people will be posting until ME2 is released and and people go there instead.
As for an RP board, you could just make a group of RP and place an invite as a thread here and ask a moderator kindly if they'd sticky it.

That's a good idea, but how could we make sure that the thread doesn't get overwhelmed? I've never done any RP'ing on a forum so I don't know how it'll work.

So I guess this means I'll have to go to the ME2 forum and start an RP club there or something?

Click here, then click Create New Group, give it a name that fits what you're going for, make a new thread here in Off-topic named after you group + RP, include link to the group you've created and create a thread in you group where you establish the rules and ideas. Every other non-sticky thread would be in character and OOC chatter is either in stickies or on the "comments" section of the group.
