I logged on this morning to claim the pack from the weekend event and I get the error that I was disconnected from the server. And now I can't "buy" the pack and I didn't get anything from it.
Same thing happened from the last event, it's getting annoying.

Go to official customer support, which is handled by EA. Either go to http://help.ea.com or use the live chat options in the help section in the Origin application.

Happened to me a couple of events back, and I never even got a chance to click on the packs. There was a disconnect before I clicked, and came back and nothing was there. According to EA help, I must not have participated because it showed I never earned it, rather than that I picked it up and it failed. I actually completed those requirements MANY times over, so BW has data corruption issues that can erase participation. I've personally started saving a video of every single time I go to the shop just to protect myself from the next time the help people want to call me a liar.

Well, the descirption was saying it was available because "the COMMUNITY" earned it which tells me it should be available to all whether you participated or not.
They should change this since it's not the case. I see trying to call would be fruitless as I didn't participate at all. I just figured I could get the packs due to what the description said. And why is it even popping up if you need to participate to redeem?

There are always two packs involved. One requires participation, the other for community. I only recall one failed event where community did not get one. So yes, this last one succeeded, so everyone should get at least 1 pack. You can call EA help at:
