Testing with a Raptor V, each test performed multiple times with same results.
shots on health target:
6 - scoped
7 - unscoped
shots on armor target
14 - scoped
21 - unscoped

unscoped body shot to assault trooper - 1 bar left
scoped body shot to assault trooper- 1 bar left
charged
scoped body shot to trooper - dead
unscoped body shot to trooper - dead
since these results couldn't be conclusive, i tested on centurions for the charged shot.
scoped body shot - removed all shields and 2 health bars
unscoped body shot - removed all shields and 2 health bars
so according to these results (and my former test results) the raptor and kishock suffer no hip-fire penalty.

The Kishook needle has a travel time, a small one, but it is still existant travel time.

possibly the coding is messed up for the raptor which makes the shots register as projectile and not hitscan? it's very probable.

1059.1222 * (1 + 0.25 + 0.275 + 0.04) = 1657.52624
Measured (body shot with devastator mode off hipfire)
900 - 71.2368 = 828.7632
1657.52624 * 0.5 = 828.7631
So javelin has 50% damage penalty when hipfired

Widow X 1083.8
Calculated aimed body health shot (same devastator but with devastator mode off)
1083.8 * (1 + 0.25 + 0.275 + 0.04) = 1696.147
Measured (body shot with devastator mode off hipfire)
900 - 51.9264 = 848.0736
1696.147 * 0.5 = 848.0735
So Widow has 50% damage penalty when hipfired

Test with turian soldier and stability consumable (trying to get all 3 shots of the bursts to hit the target body)
Extended Barrel 25% WD
Passive 30% WD
4% WD gear - densified ammunition I
Passive 55% stability
Consumable Satbility III all shots land in the same spot when zoomed even with marksman off
Calculated damage value - scoped body triple shot
93.3 * (1 + 0.25 + 0.3 + 0.04) * 3 = 445.041
Measured
900 - 454.9590 = 445.041 scoped triple shot
900 - 677.4794 = 222.5206 hipfire triple shot
445.041 * 0.5 = 222.5205 Incisor has 50% hipfire penalty

Well.... I wouldn't say it impossible.
However. I am too buisy about my discorvery that a hipfired, uncharged, reload canceled Kishook has one of the highest DPS in the game. (ITs RC canceled uncharged DPS IS The highest, If my numbers are correct.)

I did not "figure" it . It is a measured value ... I wrote it down from the memory location where the game stored the assault trooper hit point variable at the time ... To do tests you need to have some measured values -the game stores enemy hitpoint amounts with very high precision (floats)...
Now that I know the hiphire penalty for the mantis, the assault trooper hitpoint amount for the difficulty and of course the weapon damage formula I can calculate it - without the need to search for and read game memory locations...

how do you find this "measured value"? where does it show up and how does it show up?

That is what I wanted to know. Until now, it just looked like that number came out of thin air.

My Kishook one shot a trooper on platinum, I was an adrenalin rushing human soldier.
Does this mean it hit for exactly his health?
(In this case, It did!)

Because of the continous nature of the charge multiplier for the kishok consistant,repetable tests can only be done at full charge ...
Vanguard
17.5% WD passive
Calculated body damage at full charge (impact damage) - ignoring bleed damage
806.8 * 0.8 * 1.5 * (1 + 0.175) = 1137.588
Measured vs silver cannibal
1350 - 212.4119 = 1137.5881 ; scoped damage
1350 - 212.4119 = 1137.5881 ; hipfire damage - no hipfire penalty
