Liara.

I think she's got the best written romance arc of all the available LIs, and if you include DLC, she's a LI in every game.  She plays a key role in my favorite Mass Effect DLC (LotSB) and is in two of my favorite scenes in the series. (Name in the Stars, and The Gift) Also her paragade pro-Council personality is in line with my paragade Shepard. It also doesn't hurt that she's one of the most attractive characters in the series and completely owns in combat.

Pretty much this for me as well.

After Liara, I'd have to say Jack. I made a playthrough separate from my Liaramancing one just for her. Her romance was, IMO, the deepest option in ME2 by far, and she works surprisingly well with a paragade Shepard. Definitely one of the more mature romance arcs. 

Too bad her cameo in ME3 left so much to be desired. Her development was great, but she had so little romance content.

I wish I could say Ash, since I consider her my canon, but her characterization in ME3 is very very lacking.

I guess I'd say Kaidan. I wished back in ME1 that I could romance him as ManShep, but the fact that I can't makes it so much better when it finally happens because his and Shepard's bond has developed over the course of two previous games. It also helps that he's attractive and has a nice voice.

I wish I could say Jack too, because I really like her development in ME3. But, you know, no content and all.

Seriously, Garrus. He's got the best pacing and most natural feel. It goes from mentor to bromance with benefits to serious snugglebunnies across the three games, and he (unlike certain blue people) always remembers you're a couple.

Without projecting any unpresent characteristics onto a character i want to believe is more than they are; Jack - i appreciate everything that she is and isn't (despite the lacking screentime).
