From what I saw from ME2 (There are scenes where she stated she believes she would be more than happy with Shepard), I was fully expecting her to be an LI in ME3 as a "If I die tomorrow, I wish to die with no regrets." or something.
It felt like complete foreshadowing to me. Sad that it was forgotten.

Yes, they forshadowed it. But then again, alot of things were forshadowed in ME 2

God forbid one character rejects Shepard's sexual advances right? Shes centuries old, has three daughters, and all of them are ardat yakshi. One of them she had to kill herself, and the other two are stuck in a prison. I think she's done with the whole love game. More children for her are probably out of the question as well.

Because BW made ME3 a gaggle f*ck with more issues and things wrong with it than the American Government and America in general. As such Samara, politely walking into BW's Office and said to Mr. H and The others with their liara dolls under their desk in between their legs, and said to them "I have seen what you are planing to do with ME3. I want you to know if you butcher my character it is an injustice to my fans, and myself. One the Code would demand I punish the guilty for. SO I think it would be wise you give my fans enough to know I am a person and can be broken. Let them meet my other daughters, let them have me alive, and then they can write my arch in fanfic."
Samara then uses her biotics and Mr W.'s blue doll pops exploded, and he starts crying

Because there's can't be a more interesting asari LI than walter's waifu.

Not every romance results in children.
Thane, Garrus, Tali, and Miranda (to some extent on that last one) will never have children.
Also, Ardat-Yakshi cannot be produced from a xeno romance.
