Supposedly there is a softcap on XP before level 25 and, baring one or more infinite experience exploits, there is a finite amount of experience in the game. How much is there, exactly, is something of a question. I finished my last play through at level 24 about 6000 XP into level 25 with 7500 to go. This was without selling even the elfroot stacks i had collected entirely through conventional means (no buying from infinite traders, just picking it up and not using it). I suspect if i had turned it in, along with all the extra runes I had lying around, my rogue would have come very very close to brushing the hardcap.
What's the closest you ever got to level 25 without exploits?
