I've about giving up researching this so if anyone can help me it is much appreciated. I've created a couple creatures and they don't seem to scale very well. My character can stand in front of these hostile creatures and they don't do any damage (they miss most of the time). Plus they only use Melee. They don't use any spells or talents. I'm under the impression Rage Demons use spells like fire? I tried adding spells but that didn't seem to make a difference.
Anyone run into this? What am i missing? Thanks in advance.

Try to setup AREA_ID from the Variables sub page to 1. That would refer in the line 1 in area configurations (areadata.xls) If I recall correctly Min/Max level settings aren't used from the creature properties. The ones in areadata.xls are used. You can create your own version of the areadata.xls for your module if needed.

I don't know how to make my own version, but setting AREA_ID to 1 seemed to do the trick (according to the xls it will scale from 1 to 20). My monster suddenly started doing some serious damage
