On the other hand, if the new PC starts from a position of power and needs to unite or work with different factions, it might be hard to play the role he needs to if he's an elf or a dwarf, given racism in Thedas. Though you never know.

On the one hand, I don't see why VO should be an issue. It seems a surface dwarf, city elf and human could all use the same two voice actors (one for the males and one for the females).

It depends. For the GW, there isn't such a problem. Not only because in Origins, aside some few racist comments on elves and dwarves (though there were at least on on mages in Redcliffe), an elf or dwarf GW was in the same position of a human GW, but because the greatest and most famous GW was a elf.
If the PC is part of an organization that has the power to unite and work with different factions, I don't think it'll matter if the PC is a human or an elf or dwarf. Though I doubt that they'll put race customization in the next game.

Honestly, I'd much rather be forced to be a dwarf or an elf than be a human, though.
Being a human is boring as crap IMO.
Unless maybe you're a Chasind human, but I think that's less likely than being able to play as an elf or dwarf.
Honestly I don't see what's the big issue on having the same voice actor for a dwarf/human/elf.

And personally, i don't give a damn about it, as long as the character creator is better then in previous two games, and they chose a good voice actress, like they did for DA2.
On the other hand, i think we might get a *background* selection, like in D&D.

Since ME2 ... really? That may make you the least qualified to have an opinion on this then.
Anyway we didn't have voiced PC's in BG, BG2, NWN, NWN2, KotOR1, KotOR2, DA:O, etc. Most those games were fairly successful. Especially if compared to DA2, which road on the coat-tails of DA:O to have any measurable sales at all.
I can't say that a voiced PC makes a game better. I liked it in ME, but hated it in DA2. Add to DA2's issue the limitation it puts are character races (a standard option for RPG's) and I'm not for it at all in DA3.
I have no doubt that what we get will be watered down, streamlined, junk. Pumped out as cheaply as it can be made with all the extra bells and whistles costing extra. But at least this time we are expecting that.
Surprise me BioWare ... Please.

VO shouldn't be a problem. My information is probably outdated, but I remember Gaider posting a while ago that the only real difficulty with adding race options would be to adjust the height difference for cutscenes and/or body type for armour (so basically, an animation issue), which would take just enough time and resources that the devs only want to implement it if they feel sure the payoff would be worth it. Considering that the number of people posting that they don't care or don't want race options seem to out-number those who do want it, I'm starting to think BioWare won't even bother. I'm hoping differently, but I'm not optimistic.
I'm still hoping too
I'm hoping the persona of the DA3 protagonist is more open-ended a la "the Warden," to give us the greatest customization possible while flowing with the narrative of the game.
