A skilled player is still going to be able to clear Platinum with a team of Slayers not using a camping strat, but I suspect that for the average player, I will see even less Slayers in my pugs as I don't play White/Geth or camp that small room on Glacier. They were already pretty rare to see.
In my opinion... in a non-farming (let's say non-camping, everyone is technically farming in some capacity) situation, Slayer seems to work a lot better around a Phase Disruptor x2/ x4 --> Biotic Charge play style than a Biotic Slash centered build.
When I'm simply playing with a Slayer or Shadow, the Slashes are a niche ability rather than a primary one. I don't think the nerf does too much harm to either class (yet). Very different from the Cerberus Adept... who really was gutted by slowing down smash without adding some sort of damage mitigation or higher health/barrier to make up for the nerf of Smash, because they don't have any other means of producing damage beyond a firearm (and they don't really have the health/barrier to allow them to play like a soldier or sentinel.

It just hurts a class that is already lacking when finding a niche to fill.

You've got to be kidding me, the shadow is one of the most deadly classes in the game even without ES. A minor cooldown decrease doesn't change that.

You cannot do that as good as before now. In hacking, shadow suppose to stay in cycle when SS require shadow to leave. Without SS, shadow lack ability to damage. So basicly either you do nothing useful in the cycle or you got hated by trying to get more score

You just need to use a different tactic with the shadow. Micah3sixty's guide is great. I played like 8 gold matches this weekend and its a lot of fun, hardly used ES at all.
I think the nerf was targeted at people who spam it on wbwgg and glacier. Its really one of the more interesting classes to play - and the Shadow Strike works kinda like charge but I have nerver glitched. Only once did I SS and moved out of bounds when I SS a trooper, but I killed him, then dropped down under the map, then showed up in the LZ.

Really, they toned it down enough for DfS to stop one of his nerf crusades. I wonder what will be next, what exploit will make farming too easy for him.

I'm still not going to see a lot of Shadow or Slayers in my non farming games. Probably less now that they've been nerfed. Especially the Slayer since this hits him harder than it hits the Shadow for a non camping setup.
