I'm pretty sure Samara's huge revealing cleavage makes her breasts seem bigger than they are.

The difference is that the "bigger boobs" pic is where she had proper posture. You can clearly see the bad posture in pretty much any female character standing up.

In ME1, if you watch FemShep running form the side, you can see variable geometry boobs in action. Running has good posture, but as soon as you stand still...
