However my problem isn't not unlocking weapons, but that I keep getting rank IV equipment, while all of my UR weapons are below V... In fact, Javelin is the highest, with IV, rest are I or II...

I still don't have the Scorpion. I have quite a few URs at level 4-5, even have the Harrier, Typhoon (2), and Particle Rifle, but still no Scorpion. I'm not sure I'd ever use it, but I still want to have it in my arsenal so I can choose not to use it!

Harrier and black widow

I have got my Harrier to X, Indra to IX, Paladin and Scorpion to VIII, but by all rhat is holy, a sabre just won't pop for me.

lol first it was the locust believe it or not i unlocked harrier before unlocking the locust then only weapon left is typhoon

I would have said the Harrier, but it dropped for me last night.  Having used it, I'm not impressed. 
I even prefer the Matlock as it doesn't eat through ammo clips as fast and it's just as powerful

..maybe it's better at lvl X?

Heresy!  Piercing mod, extended mag, give it to anyone with a RoF boost.  Pull the trigger and cackle like a maniac. Then run to an ammo box.

I love my Harrier, and it's only a III. Plus it doesn't give me carpal tunnel syndrome like my (still-beloved) Mattock X does.

mine WAS the black widow...went through 2 dlc with every weapon unlocked except that one (gold and under all maxed)...finally got it a few weeks ago. So dumb how it will give upgrade after upgrade without filling the missing slots first.
