The end of Act 3 and the fight with Meredith > 1 year > events in Asunder novel > 2 or so years > seekers go to Kirkwall and talk to Varric (the very end of DA2) > some undetermined time > DA3.
Other than the depression aspect -- which to be honest I think Cullen is a stronger person than that, stronger than Samson at least -- he most likely would have gotten over any withdrawal by the time we meet him in DA3, unless he has just recently left the templar order. Add to that there is the fact that drugs in general, including withdrawal from them, affect everyone differently, and also the idea that some BSN threads have put forth of renegade templars making use of carta dwarves and their lyrium smuggling operations.
I don't see the merits of Cullen...

Yeah, we won't get Alistair no matter what since he may have died in DA:O.

Aww... I want to romance Alistair and Morrigan again, but I guess it's nice if you could introduce new LI to the game. I guess it wouldn't make sense if Alistair becomes romancable since I court him with my Warden. Difference with that is we played as Shepard for 3 games, those were Shep's friends. In DA games we are a new protagonist every time. Making Alistair or any of the previous love interests a companion would cause too many problems. Some would moan that he/she is romancable when they're supposed to be with the Warden, others would complain that they aren't romancable. The import flags would probably glitch so Alistair or whoever wouldn't recognise he/she was in a relationship already and would try to hit on the new PC etc. too many variables. Besides Mike Laidlaw said they wouldn't be doing that because it would be too difficult to impliment and would like cause fan fallout.

Agree that Cullen and Cassandra are probably mutually exclusive as companions, unfortunately, but we still have no idea who is really in. All we may "know" is that Cullen will appear in some capacity, based on GregEllis's tweets. Plus the only confirmed companion concept art includes a Seeker... So time will tell.

How many Dragon Age characters actually grow and change as much as he does ? Fenris maybe but only because he falls in love with your Hawke. Cullen goes from mage hating to letting mages go free, without having a personal LI involved, just based on what he thinks is right. His character rocks! <3
