When is Bioware going to add in controller support that was stripped out of the PC port of the Xbox 360 game?

Wrong forum. Try asking in the ME3 board (you'll need to register your game first), but my bet is that the answer to your question is never.

That's the thing. I am not purchasing the game until they fix the port job on the PC. They have a perfectly usable HUD with the 360 game that they wasted time stripping it out of the PC version for the sole purpose of saying "Look, it's not a port, it's a PC game!!!" It's bothersome that they see their userbase as bumbling buffons.

If you don't have a copy of the game and are holding off buying it until what you want fixed is taken care of (and fair enough IMO - I still haven't bought because I was waiting for fixes, some of which have been done and some of which I'm certain never will be) then I feel you'd be better off addressing EA directly. If you want to do it through the social forums then maybe a PM to one of the devs. But I would still give you odds that the answer will be "not happening, not ever". You're far from the first one to ask and since all the others asking for controller support were ignored I doubt one more voice wanting the same thing will have any effect whatsoever. The majority of PC users seem to be content to use a keyboard and mouse and I suspect they're far too busy trying to monetize multiplayer anyway.

If it makes you feel any better I heard the ability to holster weapons was lost because the consoles were getting a bit pushed for memory with all the other new animations, so they dropped that one even though PCs are probably able to cope and can generally have more memory added if they can't. People complained, nothing was done, and more than for three quarters of ME3 sales were for consoles, mostly the 360. I'd say there just aren't the dollars in giving us minority gamers the various things we want.
