She's suspicious of non-humans walking about on the Alliance's most advanced vessel for reasons that ultimately have nothing to do with species, but rather allegiance. The fact that the turians helped co-design the Normandy doesn't seem to have filtered all the way down to the ground. It's that they're non-Alliance, rather than non-Human.
As for her analogy, the point is that she isn't saying: "lol, they're just like dogs" but rather saying that, when the worst comes to the worst on a
species-wide level, the turians will be out for the turians, the asari will be out for the asari and the salarians will be out for the salarians (or, in broader strokes, the Council will be out for the Council). It's a negative outlook (that you can convince her to change) but not exactly morally objectionable... nor does it suggest that she'd be willing to send Tali off to her death in place of Human Redshirt #5, especially given that her skillset is infinitely more valuable.

In short, her analogy is specifically about the Council's relationship with other species as a whole. It's not intended to be reduced to every individual member of a species.
