As far as Leliana's accent is concerned, I know that her voice actress, Corinne Kempa, is French, but I believe that she lives in the UK, and if that's the case, it might explain why Leliana's accent doesn't quite sound like a typical French accent. Personally, I think she has a beautiful voice, and I really love listening to her speak.
I like her voice very much too (as I like the whole character of Leliana.)
However, the first time I heard her voice I thought something like : "Mmmh... She sure has an odd way of speaking, her 'r' are strange... yet, that sounds vaguely familiar... but I can't put my finger on it..."
I actually sorted out it should be some sort of fictional fantasy 'french' accent when it hit me that a few things about Orlais looked in a fishy way... french... (I mean 'Orlais'... It sounds a bit like the french way to say 'Orléans', isn't it?)
At first I supposed the 'voice director' asked the voice actor to voluntarily deform the french accent, so that Orlesian accent would remain partly fictional.
But since you said that Corinne Kempa is a french living in the UK, may it be that she was chosen not only because of her beautiful voice but also because she could more easily portrayed a character who is half-Orlesian, half-Fereldan?
I also thought that Riordan's accent really suited his world-weary and rugged, yet soft-spoken and sensitive personality – I could listen to his voice all day! 
The funny thing is I didn't heard that Riordan had an accent at all, when my characters met him. (Compared to my own thick accent he sounds very 'normal' English.)

Then I listened his voice more carefully and, yes, he has an real french accent (albeit a very slight one).
