This error occurs when I try to buy BioWare points. Everything goes smoothly up until the final stage, after I confirm my PayPal account. When I click "Place Your Order" button it goes to the loading screen and after that this error pops up.

TEMPORARILY UNAVAILABLE
This action could not be completed. We may be experiencing an unusually high server load or undergoing maintenance. Please try again in a few minutes.

This has been going on for days now.
I have Origin updated fully, and have disabled firewall/antivurs softwares.

Anyone knows how to help?

EDIT: This is quite strange since I had no problem buying DLCs before. I have succesfully bought all of them up to the Firefight Pack DLC

I had the exact same problem. I would really recommend turning your firewalls and anti-virus back on, by the way. Anyway, I fixed it (not really fixed, more like got around it) by going to the menu bar on the top of this site page where it says "Games" and scrolling down to the Mass Effect 2 page and selecting the dlc section. Upon loading the page I attempted to buy something, anything really, and choosing the pay by Bioware points option. It sent me to a different page to complete my order, and at the very top of the page it said "Add Bioware Points". Click that, choose your points, confirm that you have the points, and cancel/exit out of the page so you don't complete the first order that you wished to make in order to get to the points. Worked for me. Honestly, It's a pain in the ass to get to but...At least I now have the points.

I got that error message constantly when I tried to buy the Firefight DLC but I got a round it by buying only BW points and then buying the DLC with those. You might want to try what Ahriman953 suggested.

Buying points from origin or this site didn't work for me. Instead, I just used my credit card on Origin! Downloading now! Woooo hooo!

I have exactly the same problem. EA Origin really is so shoddy. It is like they really really want us to work very hard to give them money, not to mention the multiplayer freezing, kicking people out and suddenly loosing connection.   It makes steam seem like such a breeze.

Thanks for the tip about buying Bioware points from the Mass Effect 2 site - worked perfectly.

I followed what you guys recommended and buying the bioware points first (I bought mine by searching for bioware points in the orgin store) does allow you to purchase the dlc.  The thing I noticed is when buying the bioware points by itself is that paypal isn't a option and it says you can't use paypal to buy bioware points.  When going direct through the buy add on's to get your bioware points it doesn't give you this warning so you don't realize you can't use paypal.  Why you can't use paypal I have no idea.  I think someone else may have posted that using paypal didn't work but I wanted to share my experience and clarify.  Also Origin still stinks and Steam is still the clear winner.  :D

Yah it looks like Origin (not sure on buying points through this social.bioware.com site) doesn't want PayPal to be used to buy their points which really stinks. They really should just get rid of the stupid points system. It shouldn't be this hard to hand EA my money. I just went ahead and used a credit card but I realize for some of you this may not be a option or you just like using paypal like me.

I just purchased BW points from Origin as opposed to the none functioning in game option, and it turns out that the purchase from the Origin browser incurs NO tax.

Same problem. Confirmed that it works fine for me to buy BioWare Points from this site (Profile > Add BioWare Points) and pay with PayPal, then purchase the DLC from Origin in-game.
