I was having issues with my 64bit windows 7, so I switched to a 32 bit version. Of course all the programs I had are no longer installed, but I still have the files. Is there anyway I can just copy ME3 files to "Origin Games" and make Origin detect the files because I don't really wanna download everything again. Specially since it's not letting me right now...

Yes, as far as I can tell, you can.
In the past I've done this to move my origin games to my hard-drive. What you do is:
1. Place the files in the "Origin Games" folder (like you mentioned above).
2. Make sure your origin settings are set so that is the default install directory.
3. Also make sure your computer doesn't think Mass Effect 3 is already installed using control panel.
4. Now restart origin if you haven't already
5. Look at Mass Effect 3 and where it normally says "Download" (for games you own but haven't downloaded yet) it should now say "Install" instead as it should detect the files are there.
6. When you click "install", it should say "installing" for a few seconds and then "Ready to play".
This worked for me, at least, but the 32-bit/64-bit crossover may cause a problem.
