I've played the game 4 times with romance attempts with Fenris:

1st time - I was trying to romance Fenris, but had already let Anders move in. I got the last flirt option before he left, but he just left.

2nd time - I had slept with Isabela first - don't remember if I got the last flirt option or not - I went back to an older save thought, so I could do:

3rd time - didn't flirt/sleep with anyone in Act 2. Got the last flirt option, proceeded to the bedroom immediately.

4th time - this attempt was last night. didn't flirt/sleep with anyone in act 2 - did the Bitter Pill within the first hour of act 2. Did not get the last flirt option. Find myself wondering if I should reload and try to get my rivalry up more, or wait and see if Fenris shows up later.

Can we assume that your 3rd attempt was successful (?).  As for your current play through, I'm guessing that you haven't reached enough rivalry/friendship to get his QB.  OR you have enough and either haven't done his QB yet, or you will get a "surprise" the next time you head to your estate.  I happen to like that route better than the glowy scene (not that I don't like that too...).  It's the "wanting" in his voice that gets me........Image IPBImage IPB

As glitchy and/or tricky as Fenris' romance can be, it really has a bit of logic about it (assuming that it ISN'T glitching out on the player in question).  Between not being terribly sure of himself, and believing (at least at first) that Hawke would be better off with someone else, or at the very least, not with him, his motives become easier to interpret.  It is because of these two reasons (at least that is how I see it), that if you flirt/romance one of the other companions, his romance will either not complete or will not trigger.  I also see it as bw's attempt at trying to make some differences between the romances....not all of them fall on the same template.  Whether or not this was well executed is left to ones opinion, but the attempt was there nonetheless.

Anders and Isabella are easy to get. Fenris and Sebastian play hard to get :P Merril I dunno, never tried her, she is like a sister to me. Ewww

So, I'm gonna try once more to romance Fenris. If it doesn't work this time then I'll give up lol.

Merrill seems oblivious to flirting (though there is a hilarious convo from her and Varric during the scene where she first shows you the Eluvian if you take the flirt option and have the dwarf with you).  Usually I end up ninjamanced by her when I choose the flirt option during the visit after I refuse her the Erulin'holm thingee.  (I usually rival her).  Her scene is very sweet as opposed to the wild sexiness of Isabela (my favorite romance) or Fenris's.  But I can see why romancing her would creep some people out because on most of my Hawke's she has a very 'little sister' feel to her.  I have to kind of force myself to remember she isn't when I do enter a game planning on romancing her.

Romance Spoilers below for those that don't wish to read........







Easiest tips: Try and get to at least 50% Friendship/Rivalry BEFORE the beginning of Act 2.  It may seem difficult, but there are some great points to be had in Act 1 that shouldn't mess with the RPing aspect.  Just be ok with not taking him on certain quests that may pull him in the opposite direction than you are intending (Friend or Rival).

Next, once in Act. 2, don't do any of the other companions quests/talking to's (Varric and Aveline are safe, but might as well just get on to Fenris).  Feel free to do some of the Qunari quests, but then move on to Fenris.  Talk to him first at his mansion, then if you want to play it safe (and you ARE at 50% or more Friend/Rival) do his QB immediately.  Once that is finished, take him and however else outside of Kirkwall, to initiate "A Bitter Pill".  Proceed to your Estate after Hadrianna is dealt with, and go from there. 

Lastly, do NOT flirt with anyone else.  No problem if you want to go to the Blooming Rose, or flirt with Tallis in MotA, or Zevran, but no companions. 

When you get in to Act 3, go to his mansion and deal with his Alone quest.  Once finished with that, head back to his place, and you should be reunited. Be sure to have him at 100% Friendship/Rivalry by Act 3.  If you need to look for points in Act 1 and Act 2, use the wiki, or ask those on the Fenris thread.Image IPB


**NOTE** 
I am a firm believer that you can have a very "natural" RPed Hawke in a Fenris romance, though if you read what is above, it would seem to not be true.  I am one of the lucky ones and have never had a glitch issue with Fenris; all romance options that are meant to trigger at certain times, have always triggered for me.  Plus, I am one of those that likes to get as much of the F/R points amassed for MOST of my companions by the end of Act.1.  Because of this, I never have issue with QB's popping when they should, and being locked in at 100% by Act.3.  I have even been ninjamanced by Merrill a few times (shows up at the estate in Act.2, but I do turn her down), and I still get completed romances with Fenris.  Hell, I have even flirted with others BEFORE talking to Fenris and doing his QB in Act.2, (so long as I don't let it go anywhere), and still can romance him successfully.  But again, I have never had any glitches associated with Fenris the way others have.

Yea, the thrid attempt was successful. 

Today, I ended up going back to an older save and doing a bunch of quests to get more rivalry point with Fenris. I just got his questioning beleifs quests in my journal, so I'm hoping to run through that and the bitter pill tomorrow and  be successful. 

I've completely avoided talking to all other companions at this point, so hopefully it works out. 

For future games, I hope they get rid of romances that you can only get through if you don't flirt with anyone else, or at least give you a warning. Like, if you flirt with other characters, you get a "jealousy" conversation, similar to Origins, that if you continue flirting with other characters afterwards, then you're screwed. But I like to flirt with all my companions at first, to help me figure out who I like best. So it sucks when that makes you pretty much get shut out of certain romances with no in game indication as to why - and you basically only find out why if you search the forums.

As 
coldwetn0se  said - it was just bugged for you. You CAN flirt with others. You can not sleep with anyone after Fenris leavs you for the first time, but that is not what we are talking about, right?

Jelousy conversations (and conversations in general) would be a welcome feature in DA3 but I do not holding my breath - if you look at all later games from BW, companions become less and less interactive. DAO will never get a competitor or a real successor.
