I've noticed how almost every rare Gear card contains information like:

Operative package
Gear equipment bonus

Optimize sniper rifle and tech damage
Sniper Rifle Damage: +IV%
Tech Damage: +4%

or

Commando Pack
Gear Equipment Bonus

Optimize pistol and biotic amp damage
Pistol Damage: +V%
Biotic Damage: +5%

Funniest was the Grenade Capacity IV Gear card, which claimed to give a whopping +0 grenades! 

What is going on here?

Since I've maxed out all rare characters and rare weapons, I get a lot of Gear in my spectre packs and it has become very noticable.
