After making my N7 Paladin I cannot move any icons around on my quick slot bar whatsoever. It appears locked. There is no option apparent for "lock/unlock quickslot bar"
Any ideas?

Well, I always assumed that multiplayer character skills were locked in place by default. I remember making my first character and trying to move skills around, but wasn't able to. Were you able to do it before?

Hmm. Maybe I was just imagining that I did it before? I really thought I remembered rebinding them for my Adept.
