So I just did his quest in Act two A Bitter Pill. I have been building up a Rival Romance with him. However at the end when I ask him to stay he leaves. I thought this was the scene where you sleep together? Am I just wrong and that is a dif mission or did I mess up somwehere?

his romance is very buggy. To ensure the Fenris' romance:
1. Don't sleep with anyone, especially Isabela since she could bug your game and make the game thinks that you are still in a relationship with her.
2. Have high relationship point with Fenris
3. You may need to avoid asking the slave girl to move in
4. You should do his Questioning Belief before doing that quest.

For the Fenris romance to proceed in Act 2 you MUST have completed his Questioning Beliefs dialogue before you do A Bitter Pill. This is the most important thing.
There is an issue with other romances as well, so if you are planning to sleep with Fenris and then go for someone else, you need to do Fenris first.
Finally, whether or not you bring Oranna into your house has no bearing other than any friend or rival points you might gain.

Don't panic yet. It should be possible to romance him when doing QB after A Bitter Pill as well, although there is a larger chance it bugs. Get his rivalry up until you reach 50% and his QB triggers. Talk with him and choose the flirt options. Once done, he should appear at your house once you travel there.

Remeber to get 100% rivaly or friendship at the end of act 3 thou. (No Panic yet as renjility said.)

Gahh..
I guess I am just not meant to romance that elf. Flirted with him, disapproval at almost 100% in Act 2. Did QB before Bitter Pill and still he left. It might be because my FemHawke romanced Isabella earlier.

Unfortunately, being with Isabella cuts off any romance with Fenris. Interestingly (though I have never tried this myself), you can supposedly romance Anders or Merrill, and break it off with them, so long as it is BEFORE doing Fenris' QB and Bitter Pill quest. Isabella though, seems to be a game changer for some reason. And flirting/get "romantic" with any of them AFTER Bitter Pill/QB, will quash any romance with Fenris.
