But the council seat was given to that guy in the embassy who wants you to find evidence of his dead son or whatever... I can't remember his name but Avina states he is "acting councilor".

Well, I know that he is in charge of the Alliance's Armed Forces, but he is focused mainly on the Cruicible project and the War Effort. I am wondering who was left in charge of the Political Leadership of the Alliance after Udina.

I'd assume he inheritted all of Udina's roles in name only, Hackett for all intents and purposes after the coup is the autocrat of humanity.

Earth still has individual governments on earth. The Alliance oversee's all that too. it never truely says it, but Hackett probably declared martial law after the attack

So there's Hackett and a couple other admirals, Osoba..... not much else.
Actually, it's not really clear how the SA operates.
