I definately was. But then I started playing Sleeping Dogs which does really great rain.
Though rain itself is not exactly new to Mass Effect. It rained on Jack's loyalty mission in ME2.

I know you guys are just being stupid, but I've been waiting for some good in the rain game play since Jack's Loyalty mission and Arrival....I just love the way you see the rain gliding down your armour....

well, i believe the rain effects in ME3 is much more better and improved than ME2's rain effects. so yeah i'm buying it for story and rain

It was raining for part of Lair of the Shadow Broker. Lair of the Shadow Broker was arguably the best DLC for Mass Effect 2. Coincidence? I think not.
