The DLC will add Shepard yelling this name for no particular reason repeatedly as he chases the child through his dreams.

Yes there is, and you also get to an underwater level in the campaign, in a sub shooting stuff.
HEY!!! you get to shoot a LEVIATHAN too.
In mp there is an underwater map called Depths, looks like a scene from Bioshock.

I definately was. But then I started playing Sleeping Dogs which does really great rain.

Though rain itself is not exactly new to Mass Effect. It rained on Jack's loyalty mission in ME2.

And nothing got wet.
