This is a problem with the PC version of Mass Effect, which I obtained via digital download from Amazon.
I'm running on an Intel i5 CPU with integrated gfx card, 2.67 GHz, 8 GB RAM. Windows 7 Pro, apparently no SP installed at this time. DirectX 10.
The problem is that when I reach the Citadel and attempt to take the elevator up, the cutscene of Sovereign entering the Citadel plays, and then the game freezes. I can't Ctrl-Alt-Del out of it, either--I have to do a hard shutdown of the computer. This has happened to me three times now.

Integrated graphics might be your problem. The game specs suggest a real card is necessary, though it'd be pretty bad luck for what you've got to cope all the way through the game and keel over in the last 15 minutes.

All right, so for some reason I was able to get through this block by switching to windowed mode. I'll keep that in mind for future play.
