Defensive Matrix wouldn't be a bad choice. Or you could go Energy Drain if you wanted something in between.

Proximity Mine does not really get good until rank 5 when you can choose the +25% damage from all sources evolution.
Defense Matrix is good since it starts with a 70% (base) shield recharge on purge. It still requires rank 5 before it really helps the Engineer with its +25% tech damage boost.
I recommend Defense Matrix over Proximity Mine. Energy Drain is also good until start spending points into Overload, then it becomes redundant.

Inferno Grenade is a great unconventional power if you're looking for something different. It panics enemies and primes/detonates them for fire explosion. Plus, it's a great CC'er.

The only two ammo types you can take as a bonus power are AP Ammo and Warp Ammo. Both are unecessary and practically useless on the Engineer, AP Ammo especially.Yakko77 wrote...
Engineer already has so many skills why pick another that you have to wait for cooldown or slows down your cooldown. Pick an ammo type IMO. It's always on and doesn't effect your cooldown with yet another power.
AP Ammo's best feature, the ability to penetrate cover, is already covered by weapon mods. And you do not need the extra damage to armor since you can use Sabotage (with added Tech Vulnerability evolution) > Incinerate. Or even add Cryo Blast for Armor weakening.
And Warp Ammo is also rather weak. It provides armor damage and armor weaking as well, something the Engineer already has (see above). It also provides extra damage to targets lifted by biotics, so that requires Liara and/or Javik, but you are better off with Garrus (Overload and Concussive Shot), EDI (Overload and Incinerate), and Ashley (Disruptor Ammo and Concussive Shot).

Doesn't Incinerate also work as a debuff?

Inferno Grenade could be interesting, but you only have a limited number. Incinerate on its own is actually terrible. It needs to be paired with Overload or Sabotage for tech bursts to increase the damage.

Inferno Grenade was actually my third choice . . . Defense Matrix seems to be in the lead. I will be importing a level 30 Shep so I can dump points into it from the get-go

Engineers already has a skill/power to deal with practically every threat. No need for another. Might as well make your bullets more effective for that few seconds while you wait for cooldown.

An Ammo power is legit, especially warp ammo with higher dmg bonus than AP ammo... makes taking down a banshee just a bit faster.
I would suggest using a slower but hard-hitting weapon though, since you don't have the meat to squeeze 10 or 20 rounds into an enemy.

If you don't use a squadmates ammo power, I'd suggest taking Warp Ammo.

I went with defense matrix. The damage reduction, quick shield regen when used, and increase in tech damage was fantastic.
