What determines if you have only Destroy is your Collector Base choice, if you saved the Collector Base and have low EMS, you get Control, if you Destroy it and have low EMS you can only pick Destroy. You have the option of Destroy based on the end ME2 decision, it doesn't pop up no matter what.djspectre wrote...

*UPDATE* I actually may stand corrected because I notice that Samara, Zaeed and Kasumi are also missing which would exceed the total slots available. Also doesn't Capitain Kirrahae also count if you saved him in ME1 but then he died in ME3? oh and I just realized that James Vega isn't on this list.
So I guess you can max it out...or get more than can fit. Ugh, depressing.
