I have ME 3 on the Xbox.
Do I have to pay any money at all to download the Extended Cut DLC?
Can I just hook my system up to the internet and get the DLC?

NO , all you do is simply plug in the internet wire in the xbox ,login as usual with your id and start the game and let it update. EC DLC is completely free and you are not paying for it. So are the other MP DLCs plus any other content you unlocked, such as playing Kingdoms of Amalur : Reckoning Demo gives you the Reckoner Knight armor and the Chackram Launcher weapon with explosive rounds for Mass Effect 3. In order to obtain those you must play and complete the demo , run around for about an hour in the open world of KOA.
