Yes, Bethany has reason to fear the templars, though mage Hawke never has reason to. Not one templar tries to arrest mage Hawke or attacks them due to their apostate status at any point in act 1.

The real answer is because this hit the cutting room floor as it would have required Bioware to essentially make 2 different games. I think one of the devs admitted this, but I'll be thrice-cursed if I'm going to spend time looking for the exact quote.

These don't matter much. Did they help Connor? Do they help all the other nobles? Not really.

Did they drop the ball on allowing Hawke to throw magic around in the middle of town in every fight with no one noticing? Yes.
Did they drop it with Hawke never having to do anything to conceal her magical ability? Yes.
But mages dont have the term mage branded on their forehead, mages dont wear a sign or go around telling everyone they are a mage, so the simple answer is, no one knew Hawke was a mage except people who where not telling the Templars.

Its not like the game isnt inconsistent anyway, I have said it before and will say it again, in DA:O Templars hunted mages as a group, because even a single powerful mage was a match for a group of Templars, in DA2 lone Templars rounded up groups of mages alone, which doesnt do much for the reputation of mages being dangerous or powerful.

This is kind of an important issue the family needs to deal with. It's something that should have been addressed directly, either as a small quest or at the very least a cutscene. Hopefully they won't repeat this mistake in DA3.
