Specifically, I'm talking about Tech Armor, Barrier, Defense Matrix, and Fortification. All of them slow power usage by a particular amount, and all of them have an upgrade at Rank 6 that drops the penalty by 30%. My question is: is this reduction additive, or multiplicitive? The numbers I've seen here on the boards suggest additive, but I'm wondering if that's actually the case. Unfortunately, I have no way to test this myself, so I'm wondering if someone knows for sure.
For those who don't quite get what I'm talking about, the additive method would result in 50% cooldown increase with Tech Armor, and 30% cooldown increase with the other abilities. This is because you're adding -30 to the cooldown penalty (adding a negative number is the same as subtraction).
The multiplicitive method, on the other hand, multiplies the penalty by 0.7 (100-30=70. Convert that to a decimal, and you get 0.7). In other words, you're not dropping the penalty by a flat 30%; you're dropping it by 30% of the initial penalty. In this case, Tech Armor would give a 56% cooldown increase, while the other abilities would give a 42% cooldown increase.
Does anyone know which method is being used?

I just loaded up an early save from my sentinel play through to test it. I didn't have any intel upgrades yet in this game and I respeced the character so the only skills I had were tech armor and rank 1 throw. I went to the firing range and picked a combination of weapons that gave me -1% cooldown, I couldn't find a combo that gave me 0. With tech armor off my throw cooldown was 4.07, with it on my throw cooldown was 6.07. This was using the tech armor cooldown evolution at rank 6. It looks to me like it is additive.
