Also isn't the Argus Assault Rifle Suppose to Appear on 2181 Despoina? It's not appearing their, Unless it doesn't Appear if you already have the Gun. I thought maybe you get a Free Upgrade or something.

Yes, the Argus is by the Assault Rifle Omni-Blade III. Even if u have it already, it should be there. It was for me. Just gave me upgrades to the Argus i already had, but it was there.

I played through the DLC a few times, It has never appeared for me on the Planet.
I assume this is Where it's Suppose to be:

As you can See it does not Show up. However it Does Appear in the Spectre Store Afterwards.

That goes without saying - though IIRC at least one of the mods is available via the Kassa shop which would imply that its available as soon as you have access to the Normandy.
Turns out that's not the case. The Pistol Cranial Trauma System doesn't show up at Kassa Fabrication, even after completing 'Priority: Palaven' (which is when you can actually start the Leviathan questline).

ZombieGambit, what did you need to edit in your save to get the Ultralight pistol materials to 5? I'm combing through Gibbed's save editor (version r89_b110) and can't quite figure it out. Could you provide assitance please?

Find the save you want to edit and load it.
Go to the Raw tab
Scroll down until you see 4. Plot, "Player Variables" Open that Collection.
You will see a list of variables starting with SFX. Look through the list for the weapon or mod that you want to modify.
My best guess is that Pistol ULM is:
sfxgamecontentdlc_shared.SFXWeaponMod_PistolUltraLight
In the editor these variables have a value. Mine is currently "3" which corresponds to Level III. Just change that number to 5 for Level V. Hit "Ok" when you are done.
Then overwrite your save.

By the way, I think that I know where glitched ULM is. When you head into the Bryan's Office for the second time, when you open up locker, you got 2 pistol mods. You can only take 1, but not the other, since it isn't marked. Man, this game wreaks of bugs.
Like undamaged Atlas from Grissom Academy and IM Cerberus base, but when you enter it, windshield is broken and exposed. Another thing is Geth Plasma shotgun, which, when fired, has wrong visual or weapon effect. This isn't a rifle, but a plasma. It works fine in MP. Please report the bugs in the bug thread. If I find anything else, I will let you know.
