The CAP has been raise.  You still have to unlock it like any other gear.

it's kind of scary that PS3 is so far behind for ps3 users, i'll blame it on the fact that most PS3 users don't even get to know when and what the operation is
because otherwise, it means we really don't have that much players left , and that makes me a sad panda

Hell yeah! Success! And I think we may be seeing some interesting things in the near future...

As for the victory and commendation packs... I got my victory pack but never my commendation pack and I leveled up three different characters...

don't misunderstand, the goal was 50k total, not 50k for the platform you're on, so PS3 also get the 6th medi-gel
but the medi-gel isn't in the victory pack, you'll have to find it like you found the previous 4

I would have provided more PS3 promotions if I wasn't constantly getting disconnected from the servers, or having the host lose their connection and having the wave restart without anyone else but me on wave 8 of a freaking gold.. sure, I can solo that sh*t.. EA owe me a tonne of wasted equipment mods and survival packs.. be glad you have a user base at all with this buggy arse excuse for a release

p.s fix the vanguard game breaking glitches please.. it is rather annoying having to leave a game cos your character is bugged the fu*k out ( yes, I like the human vanguard charge/nova/shotgun to the face routine, just not as much when I get stuck in the floor/wall/environment )
