I switched to Window mode (in Options) and was able to get down the ladder. Then switched back after I got to the bottom.
This worked for me (PC).

Shooting the ladder. LOL. That is primitive indeed.

I bought my Bioware points through this site, then made my purchase of Levaithan by clicking on "Downloadable Content" from the Main Menu of the game, which started the Origin In-game, and brought up all the DLC available. That is how I installed the Extended Cut and Firefight Pack DLC as well.
However, during the Leviathan download I got dropped from the server which paused my download and made me have to exit ME3, manually Go Online in the Origin window and restart the download. In the end, it did install correctly.
Concerning Ladders:
When approaching ladders, I am looking down, as soon as Shepard mounts the ladder, I take my hands off the keyboard and the mouse and let the animation sequence finish before "assuming control" of Shepard again. This works everytime.
If I keep holding the "Move Forward" key on some ladders, Shepard sometimes will get stuck between the "ladder sliding" animation and the" jumping off the edge" animation. It seems to me that the problem could be related to these two animation options at the edge of the static object and not the ladders themselves.

what worked for me was changing the resolution to 800x600 and then changed it back after i got down
same. thats the only way I could fix the glitch.

I was one of those people watching my squad scamper up and down that ladder like it was nothing until I stared at the sky and violently shook my mouse to make it down the ladder. I had not altered my video settings in any way, nor was I running anything new in the background between not getting the glitch and getting it.
All I did was run a different Shepard. Perhaps some saved games behave differently as far as what is active in memory at the time of the glitch? I have no idea what it does with memory, really - Just speculating how this one difference may have caused it.

Thanks all. The team is continuing to investigate.
If you run into this issue again, we're curious if this occurs if you lower your graphics settings as well.
From what we can tell right now, it's a timing issue with the ladder animation caused by the PC's resources being tied up when trying to play the animation. For those that have found success by looking down or up, this is likely due to the game not having to draw out the full view of the vista in the distance. We'll update as we learn more. Please let me know if you have any success at a lower graphics setting.
Thanks for all your help!
Billy
I notice there doesn't appear to be a fix for this listed in the recent notes for the new patch. I'm wondering if this is still something that hopefully will be addressed at some point in the future?
I know that reducing the resolution to 800 x 600 lets me get around this bug but it kind of ruins the immersion and enjoyment to have to fiddle with the options to get down a single ladder. I really love the DLC and I have a lot of Shepards!

This worked for me, yesRevanator wrote...
If you are running a high resolution, try reducing it to minimum. it worked for me
So, we have some possible solutions, someone can open a topic or change the first post in here with all the fixes?
- Approach the ladder while looking upwards
- Send squad-mates first and looking up by shaking the mouse
- Switch to windowed than fullscreen again
- Switch to 800x600 (lower resolution) than back to standard
