Why can't I get the Crusader!?

I got the not-Valiant XII. I will no longer be completing weekend operations because the RNG has just been sickening. I refuse to do another operation when the 11 I've done so far have failed to give me the one reward I want.

Got a Vallant I. and a Rifle Amp, Victory pack was again disapointing. consumables and Warp IV ammo.

5 Medigel, Strength Enhancer III, and N7 Eagle I. I find it odd that the Commendation Pack only had 3 items.

 I really wanted to get the Hurricane II, but no - stupid Eagle I.  (I've been using the Hurricane so much these days it's insane!) But anything would have been better than the Eagle. <_< Well, I guess I was quite lucky with the Hurricane last week, so I cannot complain... too much.

Crusader upgraded to IV to go with an Eagle III and a Hurricane III. Still Valiant-less. Could be better, could be worse.

Something went funny for me - just victory pack no commendation.
Then went back to store and bingo - commendation pack appeared... very odd.
Came across 2 other players saying they got victory no commendation yet despite promoting.
